Issues fixed
Black screen
Lower your main desktop to 800*600 and try to run the game again. If it successfully runs alt-tab and change back the resolution, then go back to the game and set the correct resolution in-game.
If the problem persists go to the installation folder and right-click CNC4.exe go to compatibility tab, check the compatibility box and choose Windows XP (Service Pack 3).
Try to run the game again with these two "fixes" applied.
