Installing on modern versions of Windows

Manual installation

Create a Bug Too folder on your install drive.
Copy the files EXEC.RTA, DUKDLL95.DL_, MSS32.DL_ and TITLE.BMP to that folder.
Rename EXEC.RTA to BugToo.exe and both .DL_ extensions to .dll.
Create a text file with the following content:
