Issues fixed

Game refuses to run on modern version of Windows

Use OpenGL to DirectX wrapper.[2]
OpenGL 1.1 to DirectX wrapper, vendor independent and works across modern hardware.
Breaks all in-game shadows which causes them to not render at all, resulting in dull image.
No longer maintained, unlikely to receive any updates.

Game refuses to run on modern version of Windows

Override OpenGL version and extension limit via Nvidia Profile Inspector[3]
For Nvidia graphics only.
Unlike the sequels, setting applications profiles with tools like Nvidia Profile Inspector to override extension limit or OpenGL version requires them to be set globally. Which can cause severe compatibility issues.
Additionally, this also results in muddy terrain textures in most cases.
  1. Open Nvidia Profile Inspector.
  2. Set Extension Limit to Enabled
  3. Set OpenGL - Version Override to OpenGL Version 1.1
  4. Click Apply Changes.
