-Note: This doesn't seem to work as of 12/5/15.  "seta" is no longer a command in the engine, and using toggle to change s_locklistener does not affect framerate at all.  The command to unlock framerate is "toggle com_syncToTime", but it also speeds up the game and makes it unplayable.
