According to this page it would be that file. However I am unsure that it also adds the Star campaign to the game. Also, the game's launcher has an "update" button. Maybe it would be simpler to add a note on the game's page saying that you just have to click that button to put the game up to date?

I have added the patch to the page. Manual patches for games should be covered when such patches exist since auto patching might not always work.
