I seen the method to try and stop this from happen is to block the executable's outbound rules from connecting online through Windows Firewall, but from my experience and possibly players that have tried this, this doesn't always work and annoyingly settings still reset to their default values every time as a result. I don't know if I am doing something wrong with this supposed trick or there's something with this game, either using the skip launcher command line parameters with Epic Games Store version or launching the game directly from its executable with the Steam, but nothing seems to keep the game from resetting my settings when I re-launch it. Does anyone know if there's some kind of hack or mod that can guarantee the settings will save between sessions?

Belated but found a solution; methods to disable motion blur has been featured on the article.

I tried disabling it and it instantly crashes to desktop if I turn motion blur off, and what's more annoying is that when it crashes it requires opening up task manager to get out of the black screen if playing on fullscreen.
