There's a good insight about the game surround audio possibilities in here

sfx_iAPI can be forced to 1 for DirectSound, 2 for OpenAL and 3 for XAudio2 (which is default)

A weirdly bad bug in the latter is also mentioned

The game has "Color Settings" in its video settings, does this refer to a color-blind mode? A Google search doesn't bring up anything and I'm not able to access the game to test at the moment.

Nah, those are just some settings for enhancing the colours in the game or just weird effects, etc.
