Flickering texture issue on RX 570

To see exactly what I'm having an issue with, search for "Hitman: Blood Money flickering textures on RX 570" on YouTube, uploader Kody Buffett-Wilson

I've never gotten this problem on my GTX 1050 Ti so I feel like this is an AMD driver-related issue or something wrong with my card. I haven't gotten any artifacts in any of my other games and performance is generally good save for some outliers that likely come down to optimization. (A Hat in Time)

Anybody else with an AMD card able to do some digging into this? The only modifications I've made to the game are nemesis2000's widescreen mod and using Radeon Settings to cap the framerate at 60, but uncapping it and running it in a window doesn't change anything. The only simple solution I've found was setting the shader level to 1 and that makes the game unplayable butt-ugly.

I also tried running a clean installation of the game and no-dice.
