It's just so logically contrived (and if the only thing left working were offline features, the conclusions may have been different) but just switching to the csgo_legacy
branch in cs2 seems pretty straightforward really.

I am not sure what point you're making? The availability row for Steam still details the "csgo_legacy" branch. The row is otherwise marked as "unavailable" since CS:GO has technically been "unlisted" and made unavailable except as a legacy branch through CS2.
Maybe someone can check if that's true and make the necessary changes.
Preemptively, based on prior super idiotic experiences: I will not react to questions like "Why don't you do it yourself?", they are equivalent to "Think all my thoughts for me."
That's not new path. It's where Steam Cloud data is stored for syncing. The question is which one the game loads first and somehow I don't believe it's the cloud data.

EDIT: Actually it doesn't even need to. It could just keep copying the cloud changes to /cfg/
