Hooligans: Storm Over Europe is a singleplayer and multiplayer bird's-eye view and isometric simulation game.
The game was released in North America as simply Hooligans.
The game runs slow on Windows 8 and newer[1] due to DirectDraw compatibility issues; this can be resolved by using a replacement renderer.
