Could you confirm that, despite of having TimerResolution tool enabled and set to maximum, it still reverts it to default value?
It's easy to check.
Download:

Set to maximum. Wait ~1 minute or less. Don't close the app. Download and open:
vvvv.org/contribution/windows-system-timer-tool
Check the timer.
It should show still the same value.
Please confirm it to make an edit.
