About the "missing" songs in the latest Steam version

There appears to be some misconception about the "New Audio" version of Vice City sold on Steam as in this video, it appears the audio *might* be intact and the license for those songs were renewed in the latest Steam version according to this video.

It's true, I have several New Audio versions (WW, ROW, GTA III Trilogy) and all the songs are there.

Same here though I only have the WW New Audio version (I have the GTA Trilogy set as well but its the US retail release, not the digital one from Steam).

Anybody knows if it's possible to turn off all voices / dialogue, while keeping all other sound and music playing?

I know there was sound files' editor for at least San Andreas, maybe it is compatible with VC or there is another tool for it to import/export/play sounds inside game archives, so you could find only voices and maybe just deleting them or replacing with silence which would do the trick. Don't know whether deleting whole specific archive will suffice.
