Spec Ops: The Line has encrypted configuration files.
Encrypted Configuration File
Main configuration file BaseInput.ini is encrypted. User Rick from the XeNTaX forums has developed an encrypter which can decrypt the file, be edited, and then can re-encrypt the file so that Spec Ops: The Line can read it. The relevant post on XeNTaX forum, where there is a direct link to the decrypter file download from Rick's own website.[1]
1) BaseInput.ini open with Gibbed.SpecOpsTheLine.IniDecrypt.exe
2) edit BaseInput.ini using Notepad and save
3) BaseInput.ini open with Gibbed.SpecOpsTheLine.IniEncrypt.exe
4) (write-protect) finished.
