BioShock 2 does not support any gamepads officially. Xpadder and similar programs can be used to hack around this, but there is no native support like in the first BioShock. Button icons, analog movement, and radial menus have all been stripped from the PC version.
Turn off V-sync to fix the flickering while in the Gene-tonic and plasmid switch out menu.
