+Sorry I didn't get here sooner, but I was too busy playing. To fix it do the following.
+Go to the C:\Program Files(x86)\steam\steamapps\common\borderlands 2\Binaries and Either Delete the Redist Folder or Rename it to your liking. now when steam starts the game It will not install anything!
+Unfortunately this problem has happened in the past. Every single time you start borderlands 2, if you do not do this, it will try to reinstall Net Framework.
+Only downside to Deleting it, is if you chose to "verify local game files" at a later date, it will redownload that entire folder, but If that doesn't bother you, delete away!
+Edit: As an additional Fix if the Preorder DLC does not show up in your dlc inventory, restart steam and It will show up.
