I don't think that it's capped. It's some sort of bug. If you just press ESC to go to the menu, then ESC to go back in the game the cap will change from 30 to 60 (or to 50 sometimes). So go forth and back with the menu until fraps shows that you got 60. You don't even have to have fraps, just play with the ESC key in the areas where the game stutters until it feels smooth.
