True solution (as long as you've installed it once just for safety sake):
 +
Open regedit and go to the following location (pay attention to the x64 / x86)
 +
 +
For 64 bit systems (x64)
 +
HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Valve\Stea m\Apps\49520
 +
 +
For 32 bit systems (x86)
 +
HKEY_LOCAL_MACHINE\SOFTWARE\Valve\Steam\Apps\49520
 +
 +
Right click and add a DWORD named "NET40Redist"
 +
Give it a value of 1
 +
 +
If you have any other installers launching the way to figure out what is missing from the registry is take a look at the "installscript.vdf" which you can find in the Program Files\Steam\steamapps\common\Borderlands 2\ folder.
 +
Just open it with WordPad and look at the names in quotes before each line of "process 1".
 +
 +
Add the DWORD with a value of 1 which will tell steam the process has been completed and it will not launch again.

ither Delete the Redist Folder or Rename it to your liking. now when steam starts the game It will not install anything!

Unfortunately this problem has happened in the past. Every single time you start borderlands 2, if you do not do this, it will try to reinstall Net Framework.
 +
 +
Only downside to Deleting it, is if you chose to "verify local game files" at a later date, it will redownload that entire folder, but If that doesn't bother you, delete away!

Edit: As an additional Fix if the Preorder DLC does not show up in your dlc inventory, restart steam and It will show up.

Unfortunately this problem has happened in the past. Every single time you start borderlands 2, if you do not do this, it will try to reinstall Net Framework.

Only downside to Deleting it, is if you chose to "verify local game files" at a later date, it will redownload that entire folder, but If that doesn't bother you, delete away!

Edit: As an additional Fix if the Preorder DLC does not show up in your dlc inventory, restart steam and It will show up.
