That specific problem is quite common on Steam/Reddit. It is usually related to a new version of EAC messing up with some (DLL-based) third-party system utilities, like Direct Folders or Virtual MIDI Synth. Since the DLC was released, I now have to disable Direct Folders otherzise the framerate will slow down to 16 fps while the GPU usage sits at 0%.
