Released in July 2006, it should only be required for AMD non-single-processor-and-core systems based on K8 microarchitecture (Athlon and Turion X2, Opteron).
Microsoft later released a hotfix for XP SP2 (later bundled in SP3) which may or may not make this no longer necessary in newer Windows versions
