I figured out from looking on SteamDB that the files for the [https://steamdb.info/depot/295100/ High Res Texture Pack] and [https://steamdb.info/depot/324130/ Demoman Derby Pack] (and the other DLCs) are included with the base macOS and Linux ports as provided by Feral Interactive, whereas with Windows the files are only available in separate DLC depots. If you own Grid Autosport on Steam, then you own the game for Windows, macOS, and Linux, which means you can download these files via the ports.

However, adding the files isn't sufficient to access the DLC content in-game if you weren't able to redeem the free DLCs through the Steam store in time before they were delisted (e.g., just adding valve.nefs doesn't make Demoman Derby accessible in-game). That being said, there is a way to unlock them locally so that you can access them in-game (this will not add the free DLCs to your Steam account unfortunately). You need something like [https://github.com/acidicoala/Koalageddon Koalageddon] or [https://github.com/acidicoala/Koalageddon2 Koalageddon v2] (plus the Grid Autosport DLC files). If this is correct, I can't guarantee that Koalageddon won't trigger VAC (I've never seen a verifiable occurrence of this happening, but I won't claim it's impossible), so I would add [https://developer.valvesoftware.com/wiki/Command_Line_Options#Command-Line_Parameters -insecure] to your launch options for Grid Autosport in order to disable VAC. I don't know if Codemasters has VACless multiplayer servers available, so disabling VAC ''might'' prohibit you from multiplayer, but you will still be able to play singleplayer. There are similar tools to Koalageddon, like CreamInstaller and GreenLuma, but I haven't tried those.
