Issues fixed

Poor performance

Use -D3D12 command line argument
Can improve performance upwards of 50% in CPU bound scenarios. Changes in performance will be hardware dependent. CPU related performance differences can be easily measured in the firing range, with the gun tables in view.
Use -USEALLAVAILABLECORES command line argument[2]
Whilst widely shared,[3] this is potentially a placebo.
Use -NOTEXTURESTREAMING command line argument[2]
This command loads all texures into memory. As such, high VRAM (8 GB) and system memory (16 GB) is recommended.[2] Known to cause heavy stuttering due to constant swapping.

Fix/reduce stuttering

Disable Hyperthreading in BIOS (known to help with Intel CPUs)[4]
Lower the Texture Streaming Pool Size[5]
Turn down Dynamic Shadow Resolution[5]
Turn down Cascaded Shadow Map Resolution[5]
Change Insurgency.exe Permissions for SYSTEM in file's Properties' "Security" tab[6]

Alleviate or eliminate shader compilation stutter

Force enable shader preloading[citation needed]
Alleviates most stutters caused by shader compilation.
Doesn´t work with the DirectX 12 version of the game. Can exacerbate stuttering during level/match loading screens as the cpu is utilized on all cores to 100%. The Shader Cache has to be compiled again once a display driver has been uninstalled or updated due to the display driver´s shader cache being deleted/reset in the update/uninstall process. It is recommended to wait 10 to 30 seconds in the main menu before searching a game each time the game has to compile shaders again upon bootup. Usually on the first time of starting the game and each time after a driver installation or update. Can take 10 sec to 1 minute depending on CPU core/thread amount and speed.
  1. Go to %LOCALAPPDATA%\Insurgency\Saved\Config\WindowsClient\
  2. Since the developers of most UE4 Multiplayer Games do not make the Engine.ini accessible, you got to create your own. The game will recognize it and use the added lines. Go to the windows control panel-> File explorer options-> Tab called View-> Scrolldown and untick "Hide extensions for known file types"
  3. Create a .txt textfile. Rename that file to Engine.ini including changing the file extension at the end.
  4. Add the following text and then save the file.
[/Script/Engine.RendererSettings]
r.CreateShadersOnLoad=1
