Open %USERPROFILE%\Documents\My Games\WARP\WarpGame\Config\WarpEngine.ini.
Change bSmoothFrameRate=TRUE to bSmoothFrameRate=FALSE.
Enable Vsync by changing UseVsync=False to UseVsync=True
The file should also be set to read-only in File Properties to prevent issues with Origin's file syncing.

Alternatively:

Leave bSmoothFrameRate=TRUE as is.
Edit the line MaxSmoothedFrameRate located in the same file in order to cap the framerate, whilst also unlocking it.
