Re3 (reverse engineered GTA III) makes the game playable on modern systems. It includes many bug fixes and improvements (eg. widescreen support, free mouse look, neo reflections...).

Keep in mind that linking to any mirror for re3 or reVC on the wiki should be avoided considering Rockstar/2K took down the project.
Almost everything that is possible in re3 is possible in the base game via modifications like Skygfx, SilentPatch, ThirteenAG's widescreen fix etc.
Visually, you can get similar results with the stated mods/scripts. Only with re3, the game felt way smoother and responsive on my system. Mods like the Tri-Pack and natural HD textures can be used to enhance the visuals.
I strongly believe re3 should be mentioned on the page, but agree it's not a good idea to link to downloads while its legal status is being questioned (if that litigation is even still ongoing).
The game will no longer allow me to shoot the rocket launcher or the sniper rifle at all, I have no clue what to do, i tried the patches that did not fix the issue
I've taken liberty of trying to fix Rim's Xbox Version mod and update the mods it relied on (e.g. Widescreen Fix, Project 2DFX, SkyGfx), and also re-packaged this mod in a way that it works with Link2012's Mod Loader plugin so you don't have to replace most core installation files. I can provide a link to my unofficial revised version of the mod here if desired.
Edit: Forgot to mention this also includes fixes from user reports from the GTA Forums, such as fixing one of the overly bright buildings in the Redlight District, fixing Skin & Bones' texture errors, and some map-related fixes.
Good idea.
The unofficial fixed version of the mod has been featured on the wiki. I've also added a "Lite" version that tries to recreate the original author's previous Xbox mod that didn't use HD textures.
This fix was added to the article since it also worked on the retail release of the game with the v1.1 patch installed.

EDIT: also, did patch 1.1 removed SafeDisc?
