On my machine the location is ~\AppData\LocalLow\The Fullbright Company, %LOCALAPPDATA%\The Fullbright Company\Gone Home doesn't exist.

GameSaveManager also looks for LocalLow path so I can only assume someone thought %LOCALAPPDATA% is LocalLow which it isn't.
