Every pack has a bunch of games. Should we link them to Steam Store page or if there is a wiki arcticle?

These games work like DLC for the shared launcher, so I'd say they don't need to be linked to local wiki articles.

A few of these games aren't part of any Classics bundle (ToeJam & Earl, ToeJam & Earl in Panic on Funkotron, Sonic the Hedgehog, Sonic the Hedgehog 2, Sonic 3 and Knuckles, Sonic 3D Blast and Sonic Spinball); I'm guessing these still share the same launcher and so are DRM free like the rest?

All those games have the same SEGA Genesis & Mega Drive Classics Community Hub, and they all run on emulator so they have to be DRM free. You can add them until proven wrong :-).
